Initial Climate Change Impact Assessment (Form created August 2021)
The intention of this document is to help the council to gain an initial understanding of the impact of a project or decision on the environment. This document should be completed in consultation with the supporting guidance. Dependent on this initial assessment you may need to go on to complete a full Climate Change Impact Assessment. The final document will be published as part of the decision-making process.

Introduce a new Housing Civil Financial Penalties Policy |

Brief description of proposal |
The policy provides a detailed, transparent, and legally robust framework for deciding when civil penalties will be used, which offences are eligible, and how penalty levels are calculated. The policy incorporates statutory guidance and establishes a structured matrix to ensure penalties are consistent, fair, proportionate and deterrent. The policy will support effective enforcement of new Renters’ Rights Act 2025 offences, selective licensing requirements, Housing in Multiple Occupation licensing, and wider housing standards, while reducing legal and reputational risk for the Council. |
